An old waste pile within the refuse pile area is currently burning, see draw- <br />ing D-3-5. The fire will be extinguished in the following plan approved by <br />•~ the Mine Health and Safety Administration. <br />Initially, a pad of non-combustible soil will be placed and compacted at <br />the toe of the slope below the old waste dump area. All combustible materials <br />and vegetation will be removed from the area surrounding the pad. The cleared <br />area and soil pad combined will, at a minimum, measure 300' x 100'. A cable- <br />gantry type crane equipped with an 80' boom will be positioned near the pad. <br />Beginning at the head of the, waste pile, a drag-line will be used to pull ma- <br />terial down on the pad. Water supplied by a 6,500 gallon water truck equipped <br />with a high pressure pump and fire hose, will be used to extinguish any burn- <br />ing material brought down onto the pad. Burning material will be sprayed with <br />water, then spread out on the pad with a D-8 caterpillar bulldozer, then sprayed <br />again. This process will be repeated as necessary to ensure that all fire has <br />been extinguished. <br />The material will then be removed from the pad and stockpiled to cool and <br />to allow for observation. When it has been determined that all fire has been <br />extinguished, the material will be transported to the currently active refuse <br />disposal area and disposed of in accordance with the approved refuse disposal <br />•) plan. <br />During the removal operation, only workers directly involved in removal, <br />extinguishing, or transporting of the waste will be allowed to be in the vicin- <br />ity of the waste pile. Several authorized safety observers will also be present <br />during the operation. One individual will act as the operation coordinator <br />and will remain in constant visual and radio contact with the crane, bulldozer, <br />and water truck operators. The crane will not be positioned directly at the toe <br />of the waste area slope at any time. The crane will be positioned on either side <br />of the waste area slope or back from the toe of the slope far enough to remain <br />clear of any Bluffing material. Removal of the burning refuse according to this <br />plan began in October of 1982. <br />Debris, Acid-forming or Toxic-forming Wastes and Flammable Materials <br />' Geochemical tests of. the coal, development waste, and process waste materials <br />show no significant release of acid-forming or toxic-forming substances from <br />these materials (refer to Geochemical Report, Appendix 4-D.)
