MMRR Quarry, M-2004-067 <br />Response to June 30 Adequacy Review (as amended) <br />August 19, 2005 <br />Page 6 <br />an operator to minimize disturbances to the quantity and quality of both surface <br />and groundwater. Stormwater management and surface runoff are discussed <br />extensively in reference to adequacy comments 11 through 20 (see below), <br />leaving groundwater impacts to be discussed in reference to the present <br />adequacy comment. <br />Groundwater hydrology and the potential impacts of this application on <br />groundwater quality and quantity are discussed in the attached report submitted <br />by Lyman Henn, Consulting Engineers. Please refer to that report for detailed <br />analysis relevant to Rule 3.1.6(1)(b). <br />As noted in the Lyman Henn report, topographic conditions, distance to wells, <br />and other hydrologic considerations form the basis for the proposed approach to <br />minimizing effects to the prevailing hydrologic balance. M-2004-067 will also <br />comply with all applicable federal and state laws pertaining to water quality and <br />water rights. <br />The proposed mining and reclamation plans will maintain positive drainage to <br />project-related stormwater facilities at all times. <br />8. The applicant has specified that realignment of the main access road will generate an <br />additional 400,000 cubic yards of cut and due to the site layout, this volume of material must be <br />primarily hauled off-site prior to the opening of the access road, processing pad, waste rock pile, <br />and other options for use on-site. Please describe the nature of the material to be generated, the <br />location(s) where this material will be taken, and its intended use. <br />The proposed additional cut material referenced in this question was the rock <br />mass directly between the ravine area (e.g., the location of processing <br />equipment) and the proposed access point opposite the driveway of the Clear <br />Creek Convenience Store. This access point has been eliminated, which in turn <br />eliminates the bulk of additional cut material and the plan to dispose of such <br />material off-site. <br />To the extent that rock blasted during site development is marketable, such <br />construction materials would have an end use identical to rock later produced <br />during production blasting (e.g., specification construction aggregates). It is, <br />however, extremely unlikely that marketable material will be generated prior to <br />the establishment of a site for a primary crusher or prior to the development of a <br />pad site using materials generated during the site development phase. The <br />current application reverts to the general plans for site development in place prior <br />to the March 23, 2005 submittal, and, to reiterate, the 400,000 cubic yards in <br />question will remain in place on the site. <br />
