• Where possible, drillhole sites will be located close to existing roads <br />and trails in order to minimize equipment movement across undisturbed <br />terrain. Vehicular travel will also be minimized except on established <br />graded and surfaced roads. <br />If existing roads or trails are disturbed by exploration activities, they <br />will be graded and returned to a condition equal to or better than their <br />condition prior to commencement of the exploration activities. New or <br />additional roads will be constructed only immediately prior to the <br />drilling operations. Any required exploration roads will exist for less <br />than six (6) months and will be constructed and maintained as light-use <br />roads as described in Section 4.03.3, Light-Use Roads. Any new roads will <br />be regraded and reseeded upon completion of exploration activity. <br />Localized erosion control measures will be implemented if necessary. At <br />the conclusion of exploration activities, drilling sites will be cleaned <br />of trash and debris, any facilities or equipment not required for <br />• monitoring or mitigation will be removed, pits will be allowed to dry out <br />and will be backfilled, and the sites will be graded to approximate the <br />pre-disturbance configuration, retopsoiled, scarified and reseeded to <br />prevent soil erosion according to the reclamation plans described in <br />Sections 2.02, General Requirements for Coal Exploration, and 2.05.4, <br />Reclamation Plan. <br />If necessary during dry periods, access roads and drill sites will be <br />watered to minimize fugitive dust. No blasting will be conducted, nor are <br />significant gas or water pressures expected during drilling. Drilling <br />activities will be supervised at all times by an experienced individual <br />to prevent injury to persons, livestock, and wildlife. <br />As necessary to control erosion, minimize sediment contributions, and <br />comply with applicable federal, State and local laws and regulations, EFCI <br />will construct berms or temporary diversions to intercept and route <br />overland flows around drill sites. <br /> <br />4.21-2 <br />
