This <br />response is not acceptable under section 34-32-116(2) C.R.S. If the SEO <br />does specify testing frequencies different than those committed to in a <br />Reclamation Permit, then the operator would obviously be required to <br />comply with whichever frequency is more stringent, or could propose a <br />frequency that would satisfy both agencies. <br />I would recommend that the operator be required to complete the following <br />materials testing at the specified frequencies during installation of the <br />reservoir liner: <br />Type of test Frequency of testing Material <br /> in c.y placed specification <br />Sieve test 5000 90-100$ passing 3/4" <br /> 15-50$ passing X200 <br />Atterberg limits 5000 > 10 p.i. <br />Compaction 5000 <br />Moisture/Density 1000 w/in 3$ optimum <br /> moisture; > 95$ Max. <br /> dry density <br />The operator would be required to provide test results demonstrating <br />compliance with these specifications upon completion of any single phase <br />of reservoir liner installation. <br />
