GCC Rio Grande, Inc. <br />Red Rock Plant & Limestone Mine <br />Noxious and Pest Weed Management Plan <br />Overview <br />DMG Permit No. M-2002-004, Stipulation No. 2 requires that GCC Rio Grande Red <br />Rock Mine ("GCC") develop a Noxious and Pest Weed Management Plan ("Plan') <br />to meet the guidelines or requirements of local, state and federal government <br />agencies. Prior to development of this Plan, the project area was inspected to assess <br />site conditions, routes of access, weedy species present, locations of water bodies, <br />potential sources of run-on and run-off, wind conditions, and other factors relevant <br />to the weed control planning process. Ms. Elizabeth Sigler, the Pueblo County <br />Noxious Weed Control Coordinator and Tony Waldron of the Colorado Division of <br />Minerals and Geology, Mined Land Reclamation Board ("DMG") were consulted <br />during the preparation of this plan. This Plan was prepared by Kenneth E. Carlson, <br />a Qualified Supervisor (License #05556) with Habitat Management, Inc., a Licensed <br />Commercial Pesticide Applicator (License #11318). <br />The Red Rock Mine project area is located approximately 6 miles south east of <br />Pueblo in Pueblo County, Colorado. The Colorado Division of Minerals and <br />Geology, Mined Land Reclamation Board ("DMG") prepared a Guideline (dated <br />July 17, 1998) for the management of noxious and pest weeds on hard rock mining <br />operations (APPENDIX A). This Guideline has since been updated on February 14, <br />2002 and again on October 28, 2002. The DMG required GCC to develop a Weed <br />Control Plan if noxious or pest weeds are present or if the local weed control agency <br />recommends a plan during the public comment period. Pueblo County has <br />developed a Noxious Weed Management Ordinance and Plan (APPENDIX B) to <br />GCC Red Rocks Mine 1 03/03/03 <br />
