Tn accordance with Rule 6.4.3(c) show more detail in regard to the present topography in the proposed
quarry area. Contour intervals of 20 feet would be appropriate in that area.
Ezhibit D-Mining Plan
9. Your mining plan for azea "A" states that the quarry process will leave the wall of the quarry at an
approximate 2:1 slope. Typically when a 2:1 slope is referred to it is understood to be 2 horizontal to 1
vertical. Your section A-A representation in exhibit C shows a highwall with a slope of 1h:2V or
O.Sh:ly. Please clarify the quarry fuial slope. If the offset (horizontal bench width) is 6 feet as
suggested, the slope will be much steeper. Provide the range of the slope steepness.
10. If you elect to provide information about the pipeline (see Exhibit C(5) above), describe bow the mining
and reclamation of the affected lands will be done in a manner that will not damage the pipeline.
11. Provide your blasting plans for the quarry operation. We know that the owner of the dam agrees with
ACA Products that ACA will repair and damage to the dam. However, the Division wants to determine
whether there is any potential downstream off site hazard m the event of a weakened dam. A certified
blasting expert should write your plan.
If you have not done so, you should contact Michael Graver, Water Division 2 (two) Pueblo, 310 E.
Abriendo, Suite B,.Pueblo, Colorado. He will also want to review your blasting plans in regard to dam
safety. His phone number is 1-719-542-3368.
Ezhibit E-Reclamation Plan
12. Provide your reclamation plans for the quarry floor and highwall. Rule 3.1.5(3) requires that if not
eliminated, all highwalls shall be stabilized.
Ezhibit F-Reclamation Plan Map
13. Your reclamation plan map shows a permit boundary passing through the area outlined in the mining
plan map as the existing permit area for Permit No. M-1981-079. Your application is unclear where the
proposed permit boundary is in relation to that existing permit boundary. It was represented to me by
Charles Murphy that the proposed l 12 permit would oncompass all of permit No. M-1981-079. Please
clarify this issue.
14. Rule 6.4.6(b) requires that you portray the final landuse for each portion of the affected lands. The
Division assumes that the quarry area will be reclaimed to a use different from the General Agricultural
use for the sand extraction area. Please delineate on your map each different land use area.
Ezhibit G-Water Information
15. Your information for this exhibit states that the Trout Creek Pit is not expected to directly affect surface
or ground water. According to your application, Trout Creek flows across the surface of a portion of the
permit area that is to be mined in Phase III and then it soaks into the sand and disappears below ground;
at that point, it becomes ground water. It appears from this that both surface and ground water may be
affected. Please address all items of the regulations at Rule 6.4.7 (2){5).
16. Please provide information regarding the range of flows in Trout Creek where it enters the permit azea.
Include the expected flow fora 10-year, 24-hour storm event.
