Page 2
• •
5. A. Several key points in the Department oP Energy (formerly the
Energy Research and Development Administration, or E.R.D.A.)
lease have an effect on the reclamation plan. They are as
follows:
1) Because of the possibility that waste dumps may contain
what could be in the future a marketable grade oP ore, the
major portion oP the dump cannot be removed from the lease
block. This stipulation also puts somewhat of a limit on
the extent of grading that can be done, that is, the dump
cannot be spread over a large area so as to make the material
irretrievable in the future.
_~) Portals, adits, ventholes, and any other such features of the
mine cannot be permanently closed without the approval and
consent of the Department of Energy. This would be applicable
to the reclamation plan in the event that Cotter would cease
mining when the D.O.E. considered the mine to still hold
marketable ore.
3) According to the lease, reseeding must be done under the
recommendation of the surface managers, the Bureau of Land
Management. Therefore, Cotter is obligated to use the seed
mixture recommended by this agency.
4) All pre-existing structures, including roads, must be left
intact and restored to their original state at the cessation
of mining.
B. The angle of repose of the waste material is the steepest angle at
which this unconsolidated material will sit naturally without
constraints.
~_ To Exhibit E, add "In the event 2:1 slopes cannot be achieved, the
angle of regraded slopes will not be conspicuously different than
the angles of slopes in the surrounding terrain."
C. Approximately 2" - 6" of the stockpiled material will be spread over
the waste dump and surface facility area.
D. Further consultation with the Bureau of Land 1anagement has resulted
in a slightly different seed mixture, considered to be more than
adequate by this agency.
Lbs. pls/A
Sand dropseed 0.5
Crested wheatgrass 3
Western wheatgrass 3
Four-wing saltbrush 3
Indian ricegrass 2
Yellow sweetclover 2
