l2 DIVISION OF RECLAMATION, MINING AND SAFETY
Department of Natural Resources
1313 Sherman St., Room 215
Denver, Colorado 80203
Phone: (303) 866-3567
FAX: (303) 832-8106
V September 27, 2007
John Parker
/ Navajo Development LLC
PO Box 709
STATE OF COLORADO ~,
~~~
RECENED
OCT 0 3 2007
Division of Reclamation,
Mining and Safety
Creede, CO 81130
,/ t/ ,/
Re: Airport Corner Pit, File No, M-2007-057, 110c Application, Preliminary Adequacy
Review.
Dear Mr. Parker,
COLORADO
DIVISION OF
RECLAMATION
MINING
- &-
SAFETY
Bil! Owens
Governor
Russell George
Executive Director
Ronald W. Cattany
Division Director
Natural Resource Trustee
I have finished the technical review of the permit application for the Airport Corner Pit, and have
a few questions about the exhibits that must be answered. I have arranged the items according to
the exhibit that they pertain to.
Exhibit B -Site Description (Rule 6.3.2
The description is adequate, but mention is made of a stormwater management plan (SWMP) that
will be the responsibility of the "contractors" Please note that if there is a change of contractors
during the life of the permit, adequate control of stormwater runoff and sediment on the site must
continue. Therefore, please ensure that such control practices are implemented, and there is
regular maintenance.
Exhibit C -Minine Plan (Rule 6.3.3)
Reference was made of CDOT donating soil from their right-of--way toward your project. The
map and legal description appear to show that the CDOT right-of--way is outside your proposed
permitted area boundary, which normally would make activities in such location off-limits. If
you have documentation of this donation or agreement, please provide it.
Exhibit D -Reclamation Plan (Rule 6.3.41
The plan includes a seed mix, which appears hardy and adequate for the site. Will there be need
for mulch or fertilizer application, in order to help stabilize the soil surface or promote vegetation
growth? If so, please provide those details.
You stated that the reclaimed slopes are to be no steeper than 2:1. Please note that much of the
slope surface is south-facing, which may be difficult to revegetate. I can approve the 2:1 slope,
but please be aware that if it is not successful, a gentler gradient may be required.
Rangeland and roadside areas often become weedy rather quickly after disturbance. Please
commit to monitoring and promptly implementing weed control, especially for noxious weeds, if
it becomes necessary.
Cont.
Office of Office of
Mined Land Reclamation Active and tnadive Mines
