Planned revegetation measures are directed towards establishment of a diverse <br />and productive vegetative culture and are expected to result in a stable vegetative <br />• community providing effective browse and grazing conditions for both wildlife and <br />domestic livestock. <br />In developing the Southfield mining and reclamation plans, all surface owners of <br />record within the Southfield permit area were contacted, briefed on the proposed <br />plans, and requested to provide comments on both planned operations and post- <br />mining land uses. Documentation of surface owner contacts is presented in the <br />form of notification letters and return receipts in Exhibit 22, Surface Owner <br />Contacts. <br />In conjunction with proposed post-mining land uses and in order to reflect surface <br />owner concerns relative to post-mining property access, EFCI has agreed to retain <br />the mine haul road, the south mine fan light-use road, and existing light-use road <br />extending from County Road 92 to the Newlin Creek topsoil stockpile, as a <br />permanent post-mining roads. Upon completion of mining, these roads will be left <br />• intact with all ditches, culverts and other associated drainage structures in good <br />condition. Upon bond release, responsibility for use and maintenance of these <br />roads will transfer to the respective surface owners. <br />Approval of proposed post-mining land uses by State and local government <br />entities is not necessary since proposed uses will be consistent with pre-mining <br />land uses and existing zoning designations. <br /> <br />MR-44 2.05.5-4 Revised -May 2002 <br />
