.~ <br />RESTORATION OF ESSENTIAL HYDROLOGIC FUNCTIONS <br />ALLUVIAL VALLEY FLOOR, PHASE 2 STUDIES <br />ORCHARD VALLEY COAL MINE, PAONIA, COLORADO <br />1.0 INTRODUCTION <br /> <br />• <br />1.1 GENERAL <br />By stipulation # 20 to the Orchard Valley Mine Underground <br />Coal Mining and Reclamation Permit ~ C-038-81, Colorado <br />Westmoreland Inc. (CWI) has been requested to submit a study on <br />how the essential hydrologic functions of the AVF will be <br />disturbed as well as a plan which specifies the manner in which <br />they would be restored. <br />The AVF study was divided into two phases; in Phase 1, <br />areas that may qualify as AVF were delineated and described so <br />that MLRD may determine whether they are or whether they are not <br />an AVF. Following the submittal of a report titled "Alluvial <br />Valley Floor Determination, Phase 1 Studies, Orchard Valley Coal <br />Mine, Paonia, Colorado", dated September 7, 1982 to CWI, a <br />meeting was held at MLRD offices on September 8, 1982. <br />Representatives of the MLRD indicated at this meeting that <br />Stevens Gulch alluvium will be excluded from the AVF <br />determination whereas North Fork Gunnison River valley will be <br />classified as AVF.
