Due to the characteristics of • <br />the site, the first two years of mirnng associated with Mine Block # 1 and Mine Block # 2 <br />will be visible to the neighbors on the hillside to the southeast. However, the Applicant <br />believes that the distance between the mining area and these residences will be largely <br />damped and mitigation the potential visual impacts. <br />9. Wildlife habitat impacts (submit comments from Division of Wildlife local <br />agent) <br />Res~ons~e: A copy of the 404 Permit Application was submitted to the Colorado Division <br />of Wildlife Regional Office in Grand Junction on 11 February 2000. In addition, the <br />Applicant's Permittin Agent has submitted a formal request to Ms. Libby Miller, the <br />local District Wildlife ~ffice for this area. Copies of these two letters, documenting the <br />Appficant's attempts to obtain written comments from the Colorado Division of Wildlife <br />are enclosed. <br />A formal response to these concerns was received by the Routt County Regional <br />Planning Department dated 25 June 2000. The Applicant has paid particular attention <br />to the recommendations contained in this letter with respect to the revisions which have <br />been made to the reclamation plan and believes that essential)y all of the concerns and <br />recommendations contained in this letter have been addressed in the revised Final <br />Special Use Permit application. <br />10. Mitigation proposed: <br />Response: Mitigation in the form of long term, permanent reclamation will be conducted <br />as soon as the mining operations have ceased on each individual mine pit area. In • <br />addition, the pproject has been designed to ensure that almost no cottonwood trees will <br />be disturbed by mining operations at this site. All of the wetlands which will be affected <br />by this mining operation will be replaced by an on-site and in-kind wetland mitigation <br />plan. The Applicant's have also incorporated the recommendations contained m the <br />Colorado Division of Wildlife letter relative to reclamation and mitigation for this project. <br />11. Adjacent property uses: <br />Response: The adjacent land uses on the properties surrounding this site are that of <br />dryland hay, improved pasture and native rangeland. <br />72. Nearest residences: <br />Response: See the answer given to item 13, noise abatement in the Mining Plan <br />Section. <br />13. Radioactivity Testing: <br />Response: There has been no radioactivity testing of this site and conditions suggest <br />that none is necessary. <br />14.
