Submit additional information which adequately
indicates the soil vegetation association that links
the vegetation range types to specific soil subgroups
identified in the soil mapping units as well as those
subgroups represented in the reference areas. Informa-
tion should be supplied on endangered plant species.
Descriptions of range sites 75, 82 and 91 must be
submitted. Wetland habitat is identified along Foidel
Creek and therefore should be shown on map 15 and 16."
See, pages 779-126(a), 779-130(a) and 779-201(a)
12/18/79 Letter, p. 2, #4
"4. EFC plans to use their available water rights to
dilute any increase in TDS to mitigate effects on
surface and ground water. It is not clear that EFC
will be able to use this water for mining purposes.
This questions should be resolved."
See, page 779-78(a)
12/18/79 Letter, p. 2, #5
"5. EFC must submit overburden volume calculations to
substantiate the need for construction of two permanent
overburden stockpiles. I suggest the calculations
include the following: volume of overburden to be
removed, volume of coal to be removed, volume of over-
burden required to fill the pit and restore AOC. These
calculations should be performed for each mining phase.
(At the minimum volumes for each pit.) A map may be
submitted which would compliment the above calculations."
See, pp. 816-124(a) and (b), 816-125(a), 816-
126(a) and (b) and 816-127(a)-(r) and Overburden
Calculation Map No. 56 and Revised Maps No. 48,
49, and Maps 48(a) and 49(a)
