Please identify the <br />pages on which this system is described." <br />See p. 780-156(a) <br />Bob Thompson of CTL/Thompson, has also responded to <br />this item in Supplement No. 1 which has been <br />inserted into Exhibit 9 immediately following page 26. <br />12/20/79 Memo, p. 4, #4 <br />"4. The applicant offers two alternative locations for <br />excess spoil stockpile #2. Alternative 2a is preferable, <br />because in this location the pile would not disturb the <br />South Tributary to Foidel Creek." <br />See p. 816-88(a) <br />12/20/79 Memo, p. 4, #5 <br />"5. The application proposes to terrace the side <br />slopes of excess spoil piles. The applicant should <br />provide information indicating that these terraces <br />would comply with performance standards in Section <br />816.102(b)." <br />Exhibit 9, p. 27, recommendation number 12, states <br />that the bench width should be a minimum of 30 <br />feet wide which is in contradiction to 816.102(b) <br />which limits terraces to 20 feet wide. CTL/Thompson <br />has determined that an adequate stability factor <br />of safety can be achieved with 20 foot benches <br />which EFC proposes to use in excess spoil pile construction. <br />Exhibit 9, p. 27, recommendation number 12, states <br />that the benches be sloped to the outslope of the <br />fill at a 5 percent grade. This is contrary to <br />30 LFR 816.72(f) but is considered by CTL/Thompson <br />to lessen the risk of water saturating the individual <br />
