1 <br />Hydrology <br />' A map illustrating CYCC's proposed hydrology plan is enclosed as Map 4k3, <br />Mine 3 Reclamation Plan - Hydrology. Drainage control for this area is <br />separated into two sections, one for the Middle Creek Mine portal pit <br />' area and one for the area south of the county road. <br />As shown on Map ~k3, all runoff from the portal pit area will be contained <br />' in diversion ditches and will flow through a sediment control facility <br />before being released into Middle Creek. This pond will be sized to pro- <br />vide adequate sediment volume and detention time for runoff from the af- <br />' fected areas. <br />CYCC is requesting a small area exemption from sediment control for the <br />overburden stockpile area west of the county road. The size of this area <br />relative to the overall disturbance area is small and would require in- <br />creased disturbance if it were included in the drainage plan for the por- <br />tal area. Little time will be required to stabilize the area once the <br />' overburden pile is removed and final grading is completed. It is pro- <br />posed that the entire operation including grading, distribution of top- <br />soil and revegetation will be completed in the same year. <br />' Drainage control for the reclaimed land south of county road No. 33 and <br />No. 179 will consist of a series of diversion ditches and a detention <br />pond as shown on Map ~k3. Most of these control structures are currently <br />in existence. <br />The existing detention pond will be sized to control runoff from the af- <br />' fected area for a twenty-five year storm event. Modifications to the <br />pond to bring it to the specified size will include constructing a berm <br />on the west side and a designed spillway on the north side. <br />' Sizing of the sediment control structures will be done once the general <br />plan is accepted. <br />' Topsoil Movement <br />Presented on Map OkS, Mine 3 Reclamation Plan - Topsoil Movement, is a <br />' year-by-year breakdown of topsail distribution. Included on the map is a <br />table listing the yearly quantities to be moved from each stockpile. <br />With one exception, all topsoil work involved in this reclamation plan is <br />topsoil replacement. The only exception involves the stripping of 12,800 <br />cubic yards from a strip between the west highwall of the Middle Creek <br />Mine portal pit and the county road. It is necessary to strip this area <br />' because of the dozer work required to achieve the proposed poet mining <br />topography. <br />' Topsoil replacement will be completed in three years as proposed. In <br />year one, 162,400 cubic yards will be distributed on the area around the <br />permanent overburden stockpile. Approximately three weeks will be re- <br />' quired to complete the work in year one. Year two topsoil replacement <br />will be on the center area of Mine 3 as illustrated on Map ~i5.
