<br />(e) A discussion of present and potential productivity of soils. <br />The Division was unable to find these descriptions in the permit. Either direct the <br />Division to where these descriptions aze located in the permit or provide appropriate <br />narrative. <br />Rule 2.04.10 Vegetation Information <br />57. LCC does not propose to disturb the Mountain Shrub community or the Pinyon/Juniper <br />community during the first permit term. Therefore, no quantitative sampling was <br />conducted within this community. Rule 2.04.10(4) states that: <br />"Plant communities shall be described in terms of species composition, cover, <br />productivity and woody plant density. The application shall include a discussion <br />of environmental factors controlling or limiting distribution of species, such as <br />elevation, slope, aspect, soils, water availability and past management. Current <br />condition shall be discussed for each community type or portion thereof if <br />significant differences exist within a type." <br />This Rule does not indicate that only azeas expected to be disturbed will be quantitatively <br />described. The Division understands this Rule to indicate that all communities within the <br />permit azea need to be suitably described. <br />Since these two communities aze not planned to be disturbed during the first permit term, <br />the Division could accept a commitment by LCC to conduct quantitative sampling of <br />these communities during the 1997 growing season. <br />58. Exhibit 10, page 18, and page 2.04-48 describe the vegetation found in the Coniferous <br />Forest Community. Repeated reference to "one-sided bluegrass" is made. This common <br />name is not cross referenced in Appendix V-1 with an accepted Latin name. This reviewer <br />has never heard this common name used to describe a grass species. There is no <br />reference to this common name in Weber: Colorado Flora: Eastern Slope 2nd. ed., <br />Hitchcock: Manual of Grasses of the United States, or Harrington: Manual of the Plants <br />of Colorado. This species is identified as a significant component of [he coniferous forest <br />understory at 4.3% mean absolute cover. Please define this species. Is it a warm season <br />graminoid, bunch grass, native or introduced? <br />59. Permit application page 2.05-71 states that, "Extended reference azeas will be managed <br />to achieve at least fair range condition." Is "fair" condition the description the local <br />NRCS office would ascribe to the pre-mine condition? Please refer the Division to the <br />applicable NRCS range site description and provide documentation on "fair condition" <br />designation. <br />Rule 2.04.11 Fish and Wildlife Resources Information <br />
