<br />41 <br />Lorencito Canyon, however, only two species, flathead chub and longnose dace were <br />identified. Please define the third fish species found in Lorencito Canyon. <br />Rule 4.19 <br />200. Has an application to conduct surface coal mining activities closer than 500 feet to an <br />active underground mine been submitted to MSHA and the Colorado Mine Safety and <br />Training Program (Section 4.19(1)(a))? <br />Rule 3.02.2 Reclamation Cost Estimate <br />201. The Division was unable to find reclamation cost estimates for reclamation of the <br />sediment ponds. The Division needs definition regazding reclamation of the embankments <br />including location and method of redistribution of embankment fill material. A cost <br />should be included for topsoil redistribution, and definition of replaced topsoil thickness. <br />Seed bed prepazation, seed mix, mulch and potential reseeding costs should be included. <br />Please, define channel protection where necessary, and a cost for pond maintenance and <br />sediment clean out for the liability period should be included as well. <br />202. LCC did not include a cost for removal of coal storage pile footprints at any of the coal <br />storage locations. 7'he Division's policy is to include a cost for removal of 2-5' thick <br />layer of coal within the footprint of where coal storage or loading operations aze located. <br />The Division includes this cost since generally the lower few feet of a coal stockpile tend <br />to have contamination from mixing with gravel and yazd material. This bottom of a <br />storage pile often is not of suitable quality to be considered coal product. <br />Please include costs and detail of where "footprint" material will be disposed of for all <br />proposed coal stockpiles; two at Pl/P2 portal area, one at R1 portal, one at P3 portal, and <br />a footprint associated with the RR load out loading area. If any other coal stockpiles aze <br />anticipated, please include a cost for those locations too. <br />203. A discrepancy between the reclamation cost estimate and permit text exists regarding the <br />shop and storage building concrete floor thickness. Permit application page 2.05-13 states <br />that shop and storage building floors will be 12 inch thick concrete while the reclamation <br />cost estimate accounts for 4 inch thick flooring. Please resolve this discrepancy and <br />adjust the cost estimate as necessary. <br />204. The Division was unable to locate costs associated with reclamation of diversion ditches <br />or drainage ditches. Please account for these reclamation costs. <br />205.
