<br />(Sections 2.05.3(3)(a) and (b)). <br />76. Please provide engineering plans and drawings for the location, construction, use and <br />maintenance of the railroad spur. These should include specifications for width, gradient, <br />surfacing, fills, hillside cuts, embankments, and culverts. (Sections 2.05.3(3)(a), <br />2.05.3(3)(c) and 4.04) <br />77. A bathhouse is described on page 2.05-13 (1st pazagraph). How will water be provided <br />to the bathhouse, by well or tank? <br />78. Please provide the designs for the construction of all buildings planned to be constructed <br />with concrete floors. Please include the designs for the concrete structure to encompass <br />the 1,000 gallon diesel tank, for any concrete footer planned for the 10,000 gallon water <br />tank, and for any concrete footers for the tanks planned at the loadout (Sections <br />2.05.3(3)(a) and 4.04 of the Regulations). <br />79. Will a leach field or some other type of sewage treatment system need to be constructed <br />to treat discharges from the bath house? If so, please provide designs and drawings for <br />this. Be aware that this facility may need county or State health department approval. <br />80. How will non-coal waste (waste oils and grease, waste paints, waste batteries, etc) be <br />disposed of (Sections 2.05.3(8) and 4.1 l.4)? <br />81. It was mentioned at the February 7, 1997 meeting between representatives for Lorencito <br />Coal Company and the Division that the bridge, which spans the Purgatory River, will be <br />used as the sole non-rail access from Colorado Highway l2 to the mine and may be <br />modified for the purposes of mobilizing equipment into the mine. This appears confirmed <br />on page 2.06-3 of the application, which states "The Lorencito Canyon Mine access road <br />utilizes a historic ranch road, and crosses the Purgatoire River AVF. LCC is expanding <br />the road from a 12-foot running surface to a 30-foot surface...All water conveyance <br />devices will be expanded to accommodate the wider road". <br />Please provide the information required by Section 2.05.3(3)(b)(i) for existine structures. <br />If this bridge is to be modified, the additional information required under Section <br />2.05.3(3)(b)(ii) must also be provided. <br />82. It is unclear from the language in page 2.05-12 what equipment will be in both the P1 and <br />P2 mines. From Figure 2.05.3-5, it appears that both mines will have a 48 inch conveyor <br />system, 60 foot radial stackers, and a coal stockpile. Will the maximum amount of coal <br />stacked at the Pl/P2 portal area therefore be 7500 tons or 15,000 tons? <br />Rule 2.05.3(41 Oaeration Plan -Ponds. Imaoundments and Diversions <br />83. Mine Plan Map 2.05.3-1 does not depict accurate locations for all sediment ponds as the <br />text states on page 2.05-33. Noted inaccuracies or omissions include Upper and Middle <br />Jeff, Rl/R2 location, Fill 7 and Fill 9 ponds and P3 fill. <br />
