On page 4-17(2) the <br />• narrative describing the difficulty of using reference areas needs to be <br />substantially expanded/justified to explain what success standards will be <br />utilized over the majority of the permit area. Otherwise, some reasonable <br />success standards need to be established. Additionally, based on crop <br />subsidy or other Department of Agriculture programs, are there any <br />conservation compliance measures for crop residue? The operator may <br />wish to leave a certain amount of residue on the surface of the soil, if so, <br />this information should be provided. <br />4-18(5) The rare and endangered plant species letter needs to be updated. <br />Response <br />The quantification of the mountain shrub and Pinyon-Juniper communities <br />are described in Appendix 4-6 and Table 4-11. The report dates and dates <br />of sampling are shown in Appendix 4-6 and referenced in the text. The <br />standard for revegetation will be 1000 live woody stems per acre. (See <br />reclamation plan). The stems of straw are mulched each year back to the <br />crop soils.
