• 8. Blasting costs for reducing highwalls (preferably form contractors
certified in this capacity).
9. Demonstrations/predictions of infiltration rates/recharge rates.
10. Designs for the pond in accordance with SCS guidelines.
Since this information is not available at this time, a bond estimate that
would entail filling of this maximum disturbance pit with overburden is
required.
The vegetation costs, using the specifications set in the old permit was in
excess of $1,600.00 an acre. This included mulching at 2 ton per acre,
netting on steep slopes, drilling, seeding, fertilizing, discing and
harrowing. Your estimated cost pre acre is $72.50. This large
discrepancy needs to be addressed.
Re~nse
All references to bonding will be submitted in the upcoming submittal.
uestion
2.05.4(2)(e)(ii) Page 5-28(2)(3)(ii) and (iii) makes reference to deciding how many woody
• plants will be replaced. This should be updated to described how many
actually will be replaced. 1,000 live stems/acre is the normal minimum
standard. The operator will need to describe in detail how many shrub
clumps or islands will be planted, how they will be planted, where they
will be planted, etc. A map with location would be appropriate.
Additionally, what are the woody plant success standards?
The operator needs to provide a breakdown of the topsoil stockpile seed
mix (total rate and rate of each species). Page 5-29(iii) and (iv) should
contain a commitment to crimping the straw mulch or using netting or
using a tackifier.
Page 5-29(v) will need to have a detailed week control plan added to this
section. This should include:
a. target weeds
b. control methods
c. types and rates of pesticides used
d. when control measures will be implemented
e. etc.
Page 5-30(vi) -This section should contain a clear success standard for
• cover, production, diversity and woody plant density on all disturbed
areas. We will not approve the permit without this or a stipulation to
provide it.
10-
DEC 2 2 1992
