During the legal process to obtain the reclamation bond of $931,150.00, the parent corporation of
Pueblo Coal, Oakridge Energy, Inc., entered into an arrangement with the State of Colorado to
replace the bond, and re-permit the Carbon Junction Mine under an entirely new pemut. With a new
bond of $1,125,300.00 fully in place, Oakridge Energy Inc. submitted an application to mine coal on
July 30, 1992. The application was assigned Number C-92-080 by [he Division for [he new Carbon
Junction Mine, and was called complete on August 11. 1992. The Division submitted the first
adequacy comments on November 19, 1992. Due to involved technical issues, and the inclusion of
a gravel pit operation within [he boundaries of the coal operation, Oakridge Energy requested to
waive the mandatory decision date. Responses to the adequacy issues were received by the Division
on December 21, 1992. A review of these responses generated additional concerns and for the next
few months, through letters and meetings with Oakridge Energy, Pioneer Engineering, the Division
and the Western Support Center for the Office of Surface Mining, all remaining major issues
concerning the low wall, bonding estimates and revegetation issues have been resolved. Five minor
issues remain unresolved; therefore, the Division proposes to approve Oakridge Energy's permit with
stipulations.
Stipulation No. 1
BY AUGUST 27, 1993, OAKRIDGE ENERGY WII.L SUBMIT CROSS SECTIONS OF
EACH OF THE DRAINAGE DTTCHES AND CROSS SECTIONS AND A PROFIl.E OF
THE PERMANENT DNERSION OF CARBON JUNCTION CREEK.
Stiuulation No. 2
BY AUGUST 27, 1993, OAKRIDGE ENERGY WII.L SUBMIT UPDATED
WORST-CASE, WORST-CASE RECLAMATION, AND FINAL RECLAMATION MAPS,
ALL WITH APPROPRIATE CROSS SECTIONS.
