Maxwell Development Corp. is <br />proposing to construct and operate a coal <br />mine facility to be located approximately 30 <br />miles west of Trinidad, Colorado. The site <br />is located in the Lorencito and Cow Canyon <br />drainages in Las Animas County. The <br />proposed mine will be developed in phases <br />with a five year and life of mine projection <br />being anticipated. <br />Surface facilities for the underground <br />mine will be located at each portal site and in <br />the drainage bottom of Lorencito Canyon. <br />Facilities will include the underground portal <br />areas and coal handling equipment which will <br />include crushers, preparation plant, <br />stockpiles, loadout structures, and refuse <br />disposal areas. The area of surface mining <br />will be on the ridge between Jeff and <br />Puertecito Canyon and will use the same coal <br />handling facilities as described for the <br />underground operations. Specific locations <br />for all facilities have not been determined, <br />however, designated areas have been <br />identified. <br />will be accomplished in two levels of effort. <br />For the large life of mine projection area, <br />regional information supplemented with <br />general reconnaissance type surveys will be <br />used for the overall description of the project <br />area. Intensive quantitative studies will be <br />conducted in the surface disturbance areas to <br />determine the potentially effected resources <br />and supply adequate information for permit <br />level engineering of facilities and impact <br />analysis. In addition, appropriate information <br />will be collected to establish the reclamation <br />and/or mitigation plans for the project. <br />These strategies have been designed to <br />comply with the regulations and guidelines of <br />the Colorado Division of Minerals and <br />Geology's Permanent Program Surface and <br />Underground Mine Reclamation Rules and <br />Regulations. To this end, the major portion <br />of a one year period will be utilized to collect <br />the appropriate seasonal data for each of the <br />required environmental disciplines and to <br />design surface facilities which will be <br />necessary for mine operations. <br />The objective of this document is to <br />provide a strategy to gather environmental <br />and engineering baseline data for the <br />proposed permit and adjacent areas.
