Lamm <br />Governor <br />MEMORANDUM <br />18 December 1984 <br />T0: Jim Herron ~/LV~'"`~ <br />FROM: Jim Pendleton <br />RE: Storm King Mining hird Round of Supplemental Responses - <br />Coal Ridge 1 Permit Application No. C-84-065 <br />~- <br />Pursuant to your request, I have reviewed the geotechnical aspects of Storm <br />King Mining's third supplemental submittal. I now believe that the <br />application is approvable. However, the findings document will have to <br />contain a number of geotechnical stipulations (Subsidence, etc.) and a <br />reiteration of numerous commitments (Blasting, etc.). Great difficulty will <br />be encountered in discriminating between what, exactly, we are and are not <br />approving. The way the amended application now reads, I assume we would be <br />granting a partial approval. Therefore, we would have to carefully report the <br />events leading to the approval of a temporary coal processing waste pile and <br />specify that we are not approving the permanent waste pile. <br />Temporary Coal Processing Waste Storage: <br />The applicant has amended pages 4-15d and 4-15e to describe the temporary <br />stockpile storage of coal processing waste in the stockpile area adjoining the <br />raw coal stockpile. The applicant projects 2% waste, based upon analysis of <br />the resource drilling performed on the coal seam to be mined. A total of <br />600,000 tons of coal will be produced during Phase A, resulting in a projected <br />12,000 tons of coal processing waste. The applicant proposes to store the <br />coal processing waste in a temporary stockpile to measure 380 feet long by 115 <br />feet wide by 12 feet high. Side slopes will not exceed a gradient of 3:1 <br />(horizontal to vertical slope). The stockpiles location is depicted on Figure <br />4.2-7A. <br />The regulations do not directly speak to storage of coal processing waste. <br />However, the scheme proposed does not appear to offend the regulations of Rule <br />4.10. All stored waste would be properly sediment controlled, etc. If we <br />approve this proposal we will have to stipulate completion of an approvable <br />"detailed engineering plan" for the permanent waste embankment within a set <br />time span, such as one year from permit issuance. Further we should clearly <br />state that if 12,000 tons of waste is produced prior to obtaining approval of <br />the permanent waste embankment, mining operations would be required to cease. <br />Escapeways & Ventilation Raises: <br />The applicant has amended page 4-26a to include a commitment to submit designs <br />and acquire design approval, before constructing either of the two future <br />escapeways or ventilation raises depicted on amended Figure 4.2-4. <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
