Therefore, although it is understood that weeds may volunteer <br />in reclaimed areas, they should not be considered a substitute for mulch. <br />Erosion control will be primarily achieved by CYCC's proposed soil <br />stabilization plan. This plan involves chisel plowing, seeding of a <br />perennial seed mix, and contour furrowing. Based on CYCC's soil <br />stabilization plan, the Division can approve the variance request at <br />Energy Mine No. 3. <br />RESPONSE: <br />No response is necessary for this section. <br />3. Acceptable revegetation success standards have been proposed for <br />cover, production and woody plan density, but CYCC has not addressed <br />species diversity.
