-2-
Rule 2.04.10 - Vegetation Information
1. The aerial photo was insufficient for the Division to determine the
plant community in the area to be disturbed. The vegetation plot
location map, page 61, was also at too small a scale for the Division
to evaluate the vegetation in the area to be disturbed. The Division
suggests that the vegetation information, i.e.: plant communities,
sample locations, be presented on the same neap as the soils map
requested above.
The applicant has not addressed the occurrence of threatened or
endangered plant species within the permit area as required by Rule
2.04.10(5). This information must be included within the permit
application.

Rule 2.04.11 - Fish and Wildlife kesources Information
1. The applicant did not address the occurrence of threatened or
endangered animal species within 'the permit area as required by Rule
2.04.11(4). The Uivision suygests that the applicant contact the
Colorado Division of Wildlife to obtain the necessary information
that must be included as part of the application.
Rule 2.04.12 - Prime Farmland Determination
1. The applicant stated on page 5 of the application form that the Prime
Farmland investigation was not applicable to this operation. While
the Division agrees that Prime Fa rnrland may not be an issue, the
applicant must do the investigation to substantiate this opinion.
The Division suggests that the applicant contact the U.S. Soils
Conservation Service for information concerning prime farmlands
within the permit area.
Rule 2.06.8 - Alluvial Valley Floors
The applicant has not submitted a reconniasance level alluvial valley
floors investigation of the permit and adjacent areas. Map TP-1 of
the application does show the irrigation ditches and hayfields,
however, this map should also show the unconsolidated stream laid
deposits which are over 50-feet in width and over 10 acres in size.
The valleys that should be investigated include: 1) Oak Creek down to
and including the irrigated hayfield, Lewis Gulch, South Oak Creek
and the unnamed tributary to South Uak Creek.
