FINDING OF NO SIGNIFICANT IMPACT' <br />Mt. Gunnison No. 1 Mine <br />West Elk Coal Company Inc. <br />October 1987 <br />The Environmental Assessment (EA) prepared by the Office of Surface Mining <br />Reclamation and Enforcement (OSMRE) and the decision and findings of <br />compliance prepared by the Colorado Mined Land Reclamation Division (MLRD) <br />and preceding this finding of no significant impact identify certain <br />environmental impacts that would result from the Federal approval of the Mt. <br />Gunnison No. 1 mine mining plan, as modified, for Federal leases C-1362, <br />C-0117192, and D-044569. The permit application package, submitted by West <br />Elk Coal Compaay Inc. to the State under its approved State program, proposes <br />continued underground mining operations in a permit area of 4,240 acres, of <br />which 3,500 acres are in the proposed mining plan modification approval area. <br />The regional impacts of coal mining in the area of the Ht. Gunnison No. 1 <br />mine are addressed in the following documents: <br />BLM, 1979, West Central Colorado Coal Environmental Statement. <br />OSMRE, July 1981, Mt. Gunnison No. 1 Mining Plan Approval Environmental <br />Assessment. <br />OSFIItE, August 1985, Mt. Gunnison No. 1 Mining Plan Modification <br />Environmental Assessment. <br />OSMRE, September 1985, Mt. Gunnison Nine Mining Plan Modification <br />Environmental Assessment. <br />Based upon the evaluation of impacts given in the EA and Colorado MLRD's <br />decision and findings of compliance, I find that no significant impacts to <br />the quality of the human environment would result from the proposed <br />operations.
