<br />Review Team <br />Completeness Review <br /> <br />-2- September 9, 1982 <br />During the completeness review, any incomplete and/or potential problem sections <br />should be carefully noted. For incomplete sections, identify the regulatory <br />citation, the problem, the section in the application (if applicable), and <br />the information required to complete it. For example: <br />Rule 2.05.3(4) - Ponds, Impoundments, Diversions <br />The applicant does not provide design criteria for the mine water ponds. <br />To complete the application, designs for all mine water ponds must be <br />included in the application. <br />If you note any potential problems, just write a brief description, identifying <br />the problems we may be dealing with during the review. <br />All reviews m st a completed and given to me 4 days after the application is <br />submitted, , 1982. I will then collate all responses and <br />draft a co Ie eness letter for Ed to review. <br />Preliminary Findings Review (Adequacy) <br />The adequacy review will begin immediately following the submittal of the complete <br />application. Twenty days after CYCC has been notified of the complete appli- <br />cation, adequacy comments and preliminary findings will be due. We will discuss <br />exact dates in a later meeting. <br />Please review the attached selections from an adequacy letter to Sun dance Coal <br />Co. for the Animas Mine. This will be the format of the review for Carbon <br />Junction. <br />Please note the section divisions: Deficiencies, and Findings, and structure <br />your comments similarly. The large majority of deficiencies should be able <br />to be converted into stipulations, if necessary. Findings should address those <br />items required in a Findings Document. A11 findings that can be written at <br />this point should be while the information is fresh in your mind. <br />in order to make this review flow smoothly, please do not have separate memo's <br />typed up and circulated during this portion of the review. Individual memo's <br />will not be sent to the company as attachments, as in the past. All comments <br />will be incorporated into the Adequacy/Preliminary Findings Docurr~nt, to be given <br />to Colorado Yampa Coal Company. <br />Please prepare appropriate pre-mining environmental comn~nts and descriptions <br />for sections you have reviewed. <br />
