Shelton <br />September 9, 1982 Director <br />TO: Foi del Creek Review Team <br />FROM: Sandy ~~ <br />RE: Review Strategy <br />Objectives <br />Colorado Yampa Coal Company (CYCC) has submitted an application for an underground <br />coal mine, the Foi del Creek Mine. This mine will face up in an old strip pit <br />and CYCC will utilize the existing facilities at their Eckman Park surface <br />mines, Permit No. 79-177. The FoideZ Creek application will reference Permit <br />79-177 in several sections. A copy of Permit 79-Z77 is available in my office. <br />Please leave a note if you've borrowed this copy from my office. <br />CYCC would like to combine the Foi del Creek Mine and the surface operations <br />at Eckman Park, Permit No. 79-I77, into one permit. The Eckman Park application <br />was approved in March, 1980, for a 5-year permit term. Rule 2.08.3(1) <br />prescribes a mid-term, or 2'~-year, permit review, which will be in September. <br />Therefore, during the Foi del Creek application review, any deficiencies noted <br />in the Eckman Park application should be carefully noted: regulation, deficiency, <br />and what is needed to bring the permit into compliance, This should then be <br />given to me. <br />The Foi del Creek review will follow the statutory deadlines of 10 days for <br />completeness, 60 days for preliminary findings, and 120 days for a written <br />decision. To meet the timeframes, we will need to follow the schedules set <br />forth below for completeness and the preliminary findings (Adequacy Review). <br />Review Responsibilities <br />Review assignments for each section is attached, as well as a checklist for each <br />section. Please use this checklist during the entire review. I'll keep a <br />master copy in my office. Each reviewer will be responsible for the completeness <br />and adequacy review. <br />We will be meeting regularly during the review process. At that time, we will <br />discuss progress and problems. <br />
