Please state to the Division if there are any light use roads <br />leading to Yoast monitoring wells. If so, these roads need to <br />be permitted and bonded in accordance with Rule 4.03.3. <br />Please include a cost estimate to reclaim these roads. <br />15. Tab 13 page 31, Seneca states that roadbeds will be ripped and <br />topsoiled. It does not appear that ripping and topsoiling <br />tasks were included in the bond estimate. Please include <br />these tasks in the bond estimate. <br />16. Seneca include a cost to blast the highwall. During the 1994 <br />Midterm review of the Seneca II mine, it appears that more <br />current cost were calculated. Enclosed, please find a copy of <br />the more current. blasting costs from the Seneca II mine. <br />Please update the Yoast Bond Estimate with these costs. <br />17. Please include a cost to dredge sediment ponds 010 and 011 for <br />this 5-year permit term. <br />18. Page 25-4-16 under Miscellaneous Reclamation Activities, the <br />first item states to Remove Flume etc.. with a total cost of <br />$17,953.00. According to the Seneca II permit under similar <br />format, this amount is allocated to backfill and grade 19 <br />stock tanks. Please change this heading to backfill and grade <br />19 stock tanks and include the $17,953.00 on the cost summary <br />sheet in Tab 25. <br />19. Upon approval of the Air Emissions permit, please submit a <br />copy to the Division to verify the volume of coal material <br />stored at the site. <br />20. Seneca used the 1993 MEANS edition to calculate structural <br />demolition. The 1994 MEANS cost are slightly higher and are <br />noted below: <br />Fencing Demolition- 1994 MEANS .73/lf. <br />Structure Demolition (shop, magazines, bath house)- 1994 MEANS <br />.18/cf. <br />Bathhouse Floor (4")-1994 MEANS 1.89/s.f. <br />Substation Removal- 1994 MEANS 2.78/s.f. <br />Vehicle Main. Shop Flooring (6")- 1994 MEANS 2.78/s.f. <br />Vehicle Main. Shop Footing - 1994 MEANS 9.43 <br />Please update the bond estimate to reflect more current costs <br />noted above. <br />21. Seneca includes a cost to remove three (3) diesel tanks from <br />the mine site. Please include a cost to remove the sludge <br />from the tanks and any possible contaminated soil. <br />
