<br />5. Seneca has not included a cost to final grade the pit. The <br />Division typically estimates this cost using a Motor Grader. <br />Please include this cost in the bond calculations. <br />6. As noted in the PAR letter sent by DMG on 1/20/95, If Seneca <br />proposes to leave sections of haul roads as permanent access <br />roads land owner consent is needed. until landowner consent <br />is granted, Seneca needs to bond for total removal of the Haul <br />Roads. Please provide the Division with the necessary <br />landowner consent, or include the total cost of road removal <br />(including culverts YA1-YA8 and YB1-YB3) in the bond estimate. <br />7. Topsoil "F" is located on Exhibit 12-1, but "none" is noted on <br />Table 25-2-6. Please clarify with the Division why topsoil <br />pile "F" will not be utilized in the reclamation plan. <br />8. In the FPC Caterpillar spread sheets to replace topsoil, it <br />appears that an altitude adjustment factor was not used. <br />Please incorporate an altitude adjustment factor of .91 in the <br />job correction factor. <br />9. Under productivity and Cost in the FPC, it appears that Seneca <br />uses a BCY load factor of 25.62. If this factor is converted <br />to LCY the load factor is roughly 31. This 31 LCY is well <br />above the average machine volume of 26 LCY. Scrapers load in <br />loose cubic yards rather than bank cubic yards. Loading with <br />21.43 rather than Seneca's factor of 25.62 falls in the range <br />of the average load factor of 26. <br />Please justify the 25.62 loading factor or revise the factor <br />in all of the topsoil FPC production sheets to 21.43. <br />10. It appears that a final drainage plan is included in the final <br />reclamation plan. Please include a cost for this final <br />drainage for the worst case year of 1997. <br />11. On Tab 25 page 5, Seneca states that only one sediment pond <br />will be in place in the worst case disturbance year of 1997 <br />(pond 010) . Under the 5-year mine plan, pond 011 will be <br />permitted. Please include a cost to remove pond 011. If <br />Seneca wishes not to post the bond amount at this date for <br />pond 011, a stipulation to the permit will be attached to post <br />the bond prior to construction. <br />12. It appears that there are three ditches that will be <br />constructed at the Yoast Mine; diversion ditch ~1 (facility <br />area), diversion ditch #2 (pond 010), and diversion ditch ,#3 <br />(explosive storage area). No bond estimate has been included <br />to remove these ditches. Please provide a cost estimate to <br />remove these ditches. <br />13. Tab 13 page 22 and page 29, Seneca states under restoration of <br />haul roads and access roads, terraces will be constructed as <br />necessary to prevent excessive erosion and to provide long <br />
