<br />4 <br />the reclaimed improved pasture will be no less than 90% <br />at a 90% confidence interval of the reference pasture. <br />Reclamation success reference areas for the rangeland <br />areas for the proposed permit are included in the Seneca <br />II West permit (C-82-057). The two reference areas <br />mentioned are to be utilized as reference areas for the <br />tie-across haul road. Two concerns with this proposal <br />are: <br />3) The Division feels that a map delineating the <br />location of these reference areas needs to be <br />included in the H-G Loadout permit application. <br />Please provide the Division with a copy of this map <br />and incorporate it into the H-G Loadout <br />application. <br />4) Both reference areas are located outside the Seneca <br />II West, tie-across haul road permit area boundary. <br />What assurance can PCC provide to the Division that <br />the reference areas will receive the same <br />management as the reclaimed rangeland areas as <br />required by Rule 4.15.7(3)(f)? <br />Cover and production success standards for the rangeland <br />sites are proposed to be not less than 90% with a 90% <br />confidence interval. This proposal is in compliance with <br />Rule 4.15.8(3)(a) and 4.15.8(4). <br />Diversity standard proposed by PCC for the upland <br />rangeland is establishment of 5 grass species of which 1 <br />will be a warm season species. These grasses will be <br />greater or equal to 50% frequency with 3 species <br />contributing greater than 1% relative cover. A minimum <br />of 2 forbs will be established with 50% or greater <br />frequency of occurrence. One shrub species will be <br />established with a frequency of 10% or greater. This <br />proposal is in compliance with Rule 4.15.8(5) and (6). <br />Lowland rangeland areas will contain 6 grass species with <br />a frequency of 50% or greater with 4 of the grasses <br />contributing greater that 1% relative cover. A minimum <br />of one forb species will be established with greater than <br />50% frequency. Rules 4.15.8(5) and (6). <br />PCC does not propose a woody plant density standards in <br />the rangeland reclaimed areas. The logic behind this <br />proposal being that the rangeland areas are narrow <br />200 ft. or less widths. Creation of edge with <br />surrounding undisturbed vegetation would diversify <br />habitat. Consultation with Larry Routten and Dan <br />Matthews confirms this manner of thinking.
