<br /> <br />3 <br /> <br />encourage the use of a native leguminous species. <br />Experience has shown alfalfa to be quite <br />competitive, whereas a native species may not be as <br />aggressive yet achieve the benefits derived from <br />the inclusion of leguminous species. <br />The operator will drill seed where topography allows. On <br />steep slopes or small areas hydroseeding or broadcast <br />methods will be employed. Soil stabilization after <br />seeding will be achieved by planting an annual cover <br />crop. Use of local hay or straw mulch tends to introduce <br />undesirable weedy species. <br />The operator will submit a rill and gully map and <br />stabilization plan to the Division by June 1 of each <br />year, with implementation to commence by July 1 after <br />Division approval. <br />Following reclamation the operator will utilize two <br />methods of monitoring revegetation success. The first <br />two years after seeding the operator will perform <br />qualitative visual observations to monitor rill and gully <br />formation, success of seeding, and potential invasion of <br />noxious weeds. During years 3 and 6 following seeding <br />the operator will perform quantitative monitoring of the <br />site. Results of the monitoring will be included in the <br />Annual Reclamation Report to be submitted to the Division <br />by March 30th the year following monitoring. <br />Reclamation Success: <br />Reclamation success will be measured by comparison of <br />cover, production, diversity, and woody plant density. <br />The dryland pasture cover and production will be compared <br />to a nearby dryland pasture located in TSN, R88W, E'~ SEA <br />sec. 15, and SE'; NE'-, sec. 15. The reclaimed dryland <br />pasture will exhibit no less than 90$ cover and <br />production measured at a 90$ confidence interval of the <br />reference pasture. Woody plant density and diversity <br />standards would not be applied to the dryland pasture <br />areas. <br />2) The reference pasture is located outside the <br />proposed permit boundary. The Division requests <br />the management history of the reference parcel. <br />Does PCC have management control over this parcel? <br />What assurance can PCC provide the Division that <br />this parcel will be managed in accordance with <br />dryland pasture husbandry? (Rule 4.15.7(3)(f)) <br />The improved pasture comparison area will consist of 200 <br />foot wide strips of adjacent pastureland on both sides of <br />the reclaimed improved pasture.
