On
steep slopes or small areas hydroseeding or broadcast
methods will be employed. Soil stabilization after
seeding will be achieved by planting an annual cover
crop. Use of local hay or straw mulch tends to introduce
undesirable weedy species.
The operator will submit a rill and gully map and
stabilization plan to the Division by June 1 of each
year, with implementation to commence by July 1 after
Division approval.
Following reclamation the operator will utilize two
methods of monitoring revegetation success. The first
two years after seeding the operator will perform
qualitative visual observations to monitor rill and gully
formation, success of seeding, and potential invasion of
noxious weeds. During years 3 and 6 following seeding
the operator will perform quantitative monitoring of the
site. Results of the monitoring will be included in the
Annual Reclamation Report to be submitted to the Division
by March 30th the year following monitoring.
Reclamation Success:
Reclamation success will be measured by comparison of
cover, production, diversity, and woody plant density.
The dryland pasture cover and production will be compared
to a nearby dryland pasture located in TSN, R88W, E'~ SEA
sec. 15, and SE'; NE'-, sec. 15. The reclaimed dryland
pasture will exhibit no less than 90$ cover and
production measured at a 90$ confidence interval of the
reference pasture. Woody plant density and diversity
standards would not be applied to the dryland pasture
areas.
2) The reference pasture is located outside the
proposed permit boundary. The Division requests
the management history of the reference parcel.
Does PCC have management control over this parcel?
What assurance can PCC provide the Division that
this parcel will be managed in accordance with
dryland pasture husbandry? (Rule 4.15.7(3)(f))
The improved pasture comparison area will consist of 200
foot wide strips of adjacent pastureland on both sides of
the reclaimed improved pasture.
