<br />area designated for raw coal handling and storage. This area <br />will be a specially prepared work/storage pad which will drain <br />into diversion channel C and thence into sediment pond A. <br />This pile will be a nominal 380 feet long by 115 feet wide and no <br />greater than 12 feet tall. The location of this pile is shown on <br />Figure 4.2-7a. The temporary pile will not constitute an <br />embankment and is designed to be free-draining. This pile will <br />consist of a mix of broken and pulverized rock, shales and a <br />small amount of fine coal. This pile will be placed on a <br />compacted pad constructed to support the refuse (along with the <br />raw coal pile nearby) and will have a finished side-slope angle <br />of 3:1 (3h to lv) or less. Epoxy or acrylic polymer emulsion <br />spray will be applied to the pile as necessary to control <br />erosion. <br />Bonding - Rule 2 05 4(2)(b) and Rule 3 <br />1. Additional cost information was developed to address the <br />items outlined in the December 7th letter and are attached. <br />Costs for removing the trailers will be incurred by the owner of <br />them and will be specified as a condition of the lease. Costs <br />for removal of the two drainage ditches and the sediment pond <br />were developed and included in the application (page 7-75s). <br />Likewise, revegetation costs were included. The rental rates for <br />equipment utilized in developing costs did not include operating <br />costs except for that included in revegetation. Additional <br />information on the anticipated operating costs have also been <br />included in the application on page 4-75s.
