required in both the current and proposed permit.
Please verify who is undertaking all aspects of the current water
monitoring program as approved in permit C-80-004.
Reclamation Schedule - Rule 2.05.4
30. Soil Testing
The timetable given on Table 17-2 seems to indicate that soil
testing will take place the second or third year after seeding.
Please explain why soil testing is to take place after rather than
before seeding.
Hackfillina and Grading - Rule 2.05.4(2)(c)
31. Cross Sections
Section 2.05.4(2)(c) states that Peabody is required to produce a
plan for backfilling and grading the proposed permit area. The
Division needs appropriate cross sections that are typical and
represent the final surface of the proposed permit area.
Please submit to the Division an appropriate cross section of the
existing and final surface configuration of the proposed permit
area in accordance with Section 2.05.4(2)(c).
32. Small Depressions
Page 1, Tab 18 notes that "small depressions" will be left after
backfilling and grading.
Please characterize these depressions, including their estimated
size, and justify leaving them in terms of Rules 4.05.9 and 4.14.2.
33. Postminina Tovoaraphv and Vegetation
It was not clear at first viewing that Exhibit 18-1 was referring
to affected lands only, not to the entire permit area, as the
unaffected area within the rail loop was not designated as
unaffected.
Please consider adding the term Affected Lands to the title of
Exhibit 18-1.
