<br />Page 2 <br />Brian Munson <br />March 24, 1981 <br />Rccess Road <br />The design average grade of 12.7q exceeds the maximum allowable average <br />grade for access roads of l00 (Rule 4.03.2(3)(a)(i)]. The maximum pitch <br />grade reaches 16~ during the final Z00 feet below the mine bench at portal <br />p1. However, I agree with the consultant's statement on page 1-7 of Exhibit 1: <br />...the road, "as is", will be more environmentally acceptable for final <br />reclamation rather than making deeper cuts into the aookcliffs to reduce the <br />slope of the road and leave a "scar" in the softer underlying strata." <br />The application does not present road cross-sections. The application should <br />be amended to include appropriate cross-sections, in order to demonstrate <br />conformance with a cut, fill, and foundation slope requirements of Rules <br />4.03.2(c)(i), 4.03.2(d)(ii) and 4.03.2(d)(viii). <br />/k <br />attachment <br />CC: F.
