Reports will be submitted to <br />the authorized officer of the BLM. Each year development activity <br />occurs on the lease during the falcon nesting cycle (March 15 <br />through July 15) such activity must start by March 1. Activity <br />may continue after July 15. <br />2. The lessee shall be required to mitigate for mule deer, elk, and <br />blue grouse habitat loss where applicable and the resultant loss <br />or displacement of these species, as key indicator species, due <br />to surface coal mining operations. Concurrently with the filing <br />of its mine plan, the lessee shall submit for approval to the <br />Bureau of Land Management, a habitat recovery and replacement plan <br />for protection or enhancement of mule deer, elk, and blue grouse <br />populations affected by habitat loss or displacement from <br />historic habitat. <br />The habitat recovery and replacement plan shall be developed in <br />consultation with the Bureau of Land Management and the Colorado <br />Division of Wildlife based on estimates of lost and disturbed <br />habitat as described <br />Environmental Impact <br />the lessee indicates <br />environmental impact <br />habitat lost or dist <br />in the Green River-Hams Fork Coal Final <br />Statement. If the mine plan submitted by <br />figures different from those used in the <br />statement as to quality and quantity of <br />~rbed, mitigation alternatives shall be <br />recalculated based upon revised data contained in the mine plan. <br />• <br />10 <br />
