u
•

and land use will be mitigated through stipulations and conditions
developed to comply with the requirements of the Surface Mining Control
and Reclamation Act during mine plan approval.
The only irreversible/irretrievable impact will be the removal of the
coal resource and the alteration of natural topography. The coal mined,
consumed, and left underground as unrecoverable due to present mining
technology would be irretrievably lost to future uses.
The natural topography and interbedded sandstone, siltstone, shale, and
minor coal bed would be irreversibly altered in the mined area.
The short-term use of the tract for surface mining of coal would mean
the permanent removal of the recoverable coal. If the coal is not
mined at present, there would not be an increase in long-term coal
productivity due to the isolated nature of this tract.
There will not be any unavoidable adverse and cumulative impacts from
this alternative.
Mitigation that will be committed under the Development alternative
and carried forward as lease stipulations will be as follows:
1. In order to protect the active prairie falcon nest site, no
activity shall be permitted withi}~ 100 feet of the northwest side
of the ridge top. Prior to mining, the lessee, in consultation
I
J
with the BLPI, USFWS, and DOW, will develop a monitoring study
9
