Page Six
Preliminary Adequacy Review
Grand Mesa Coal Co. - Red Canyon Mine
April 28, 1981
2.05.3 (1) Operation Plan - Permit Area
The applicant should submit any modification in the proposed mine plan
resulting from the poor roof conditions and information gained from the
recent drilling in the vicinity of Ward Creek. The mine plan map, and
the appropriate geologic and hydrologic maps should be amended to reflect
the changes in the mine plan and to indicate information obtained from the
drill holes. '
2.05.3 (3) Mine Facilities
1. The applicant should detail the measures that will be taken to muffle
noise from the existing ventilation shaft fan, and any additional fans
that will be necessitated by mining the "D" seam and any future mine develop-
ment.
2. The applicant must submit specific plan drawings of all existing and
planned roads. Drawings should include typical cut and fill cross-sections
and centerline profiles. All drawings must be certified by a registered
professional engineer.
2.05.3 (4) Ponds, Impoundments and Diversions
Comments will be forwarded to Grand Mesa within one week.
2.05.3 (5) Topsoil (Removal and Storage)
1. See comment p5 under section 2.04.9 (1) of this letter regarding pro-
posed depth of topsoil salvage.
2. Topsoil stockpile locations could not be located on the Proposed SuYface
Disturbance Map. These locations should be more clearly depicted on the map.
Apparently, a separate stockpile is proposed for each area to be disturbed.
The maximum volume proposed for each stockpile should be estimated, and
approximate volumes to be removed from each stockpile and redistributed on
the refuse disposal site during the permit term should be projected.
3. The applicant should provide an estimate of the acreage to be stripped
of topsoil during each year of the permit term, and the total acreage of
available topsoil within each of the areas to be disturbed.
2.05.3 (6) Overburden
1. The geotechnical investigation referenced in the application as having
been conducted in the proposed portal and yard access to the q2 mine should
be included in the application. A stability analysis must be submitted
for the proposed mine bench as required by 2.05.3(6)(c)(v).
