c PRELIMINARY ADEQUACY REVIEW Grand Mesa Coal Company - Red Canyon Mine April 28, 1981 2.03 _ Legal and Financial Requirements 1. Rule 2.03.4(4) requires a statement of any current or previously held coal mining permits. Since Grand Mesa currently holds a permit, it should be indicated along with any prior permits. 2. Rule 2.03.5 requires a listing of each notice of violation received in the three year period prior to .the application date. This should be pro- vided. 2.04.3 General Requirements: Site Description and Land Use Tn fn rmatinn 1. Rule 2.04.3(2)(a) requires a narrative of the existing Sand uses. A more detailed description should be provided relative to the information provided on the Iand use map. The applicant should indicate whether areas designated as farmland are dryland or irrigated and specify what crops are grown. It is assumed that portions of the permit area not designated as farmland or pastureland are rangeland. A brief discussion regarding the seasonal use of the area by wildlife and livestock (if any) should be provided. 2. Rule 2.09.3(2)(b) requires an estimate of the productivity of those areas affected or to be affected by surface operations before any mining. SCS range site productivity information would be sufficient. 2.04.4 Cultural Resources Information Comments will be forwarded to Grand Mesa. 2.04.6 Geology Description I. The nature of the coal and interburden of the seams to be mined should be discussed in further detail. The local fracturing, cleating, and the presence of stringers should be mentioned in the plan. A general geologic description of the Iles formation of the Mesa Verde Group should be provided. 2. Drill core data has been submitted for only one test hole (NGE-80-3C). Lithologic logs for all drill holes used in the preparation of the geologic cross-sections should be submitted with the plan. 3. Additional cross-sections, as required by 2.04.6(2)(a)(ii) are needed to characterize the geology of the entire permit area. Areas of potential influence to the alluvial aquifers should be delineated with East-West cross-sections. The portion of the mine in Sections 12 and 13 should be covered with a North-South Cross-section.
