Dcpt. et N~teral Reso~^rces <br />Based on our phone conversation this morning and my subsequent discussions <br />with Julian Mitchell, Mine Superintendent at Blue Ribbon Coal Company, several <br />details of current activity on the surface at Blue Ribbon Coal Company have <br />been committed to schedule for file. It should be noted that Bod Liddle was <br />communicating with me rather than Marvin Adam on this technical matter due to <br />Mr. Adam being involved underground at Grand Mesa Coal Company attempting to <br />stabilize a rock fall condition on the conveyor. Also, it should be noted <br />that Mr. Liddle was calling in response to conversations generated by the <br />federal inspection (OSM) that occurred earlier this week at the Blue Ribbon <br />mine site. <br />Item 1 - The federal inspector had relayed to Mr. Liddle his concerns <br />for potential coal spillage on the coal stockpile area onto previously <br />undisturbed top soil. It was stated that the quantity of coal on the <br />top soil was not significant but that a fairly immediate solution to <br />this problem was required. The federal inspector had requested that <br />the previously undisturbed top soil be bladed off and that some type of <br />division between the coal stockpile area and the top soil be made such <br />as a berm, ditch or marker. Julian Mitchell was to pick up any debris <br />that might lie on the previously undisturbed top soil by Friday November <br />19, 1982. Mr. Mitchell envisioned that the process would include util- <br />izing the end-loader to pick up the top layers of material and store it <br />in the stockpile area and contracting a bladed ditch or berm to separate <br />the stockpile storage from the top soil area. Apparently a sign to <br />designate the coal stockpile limit in this area would also suffice. <br />Item 2 - The inspector had noted that some construction materials such <br />as culverts were stored on the existing top soil stockpile on the mine <br />permit area. The reason that this material was stored there was that <br />current construction was underway to bring the sediment control system <br />at Blue Ribbon mine up to the engineering design specified in the permit <br />application.
