Seneca II-W Prelim. Adequacy - 5 - March 5, 1985 <br />17. The Division feels that some shrubs need to be reestablished for the <br />haul road right-of-way during reclamation. The Division wishes to <br />discuss a proposed number with the applicant. <br />18. The applicant needs to address whether any irrigation methods will be <br />used during revegetation. The applicant also needs to discuss whether <br />any pest or disease control measures will be utilized in the <br />revegetation section of the applicant. <br />19. With regard to a crop plant productivity standard, the Division feels <br />that the applicant needs to obtain information for at least seven years <br />regarding the productivity of similar croplands from the ASCS. It <br />appears as if the applicant is proposing to obtain two years worth of <br />Routt County productivity data during the final years of the liability <br />period. Please clarify. <br />Prime Farmland Investigation -Rule 2.04.12 <br />1. The applicant indicates on page 9-20, Volume V, that no prime farmland <br />- exists in the mine area or the tie across haul road corridor area. <br />This is confirmed by letters from the Steamboat Springs, S.C.S. <br />district office (contained in Appendix 9-S, Volume V), stating that <br />"Routt County and specifically the area included in the Routt County <br />Soil Survey area does not have any prime farm land". As such, the <br />applicant will need to submit with the permit application a request for <br />a negative determination which concludes that the land meets one of the <br />criteria of 2.04.12(2). <br />Coal Processing Wate and Non-coal Processing Waste - Rule 2.05.3(8 <br />1. No coal processing waste will be generated at the mine site. The <br />applicant does intend to dispose of non-coal processing waste (grease, <br />lubricants, paints, flammable liquids, garbage, abandoned mining <br />machinery, lumber, and other combustibles) within a designated site <br />adjacent to the surface facilities area. The application states that <br />disposal will occur in accordance with applicable state regulations. <br />This response is inadequate. Based on the applicant's brief <br />description of the intended wastes, it will be necessary to provide <br />sufficient design detail to demonstrate that the waste structure will <br />not be a pollution source. The applicant has several options: <br />a. The applicant could carefully define the wastes to be disposed of, <br />in order to demonstrate their non-pollutant character, or <br />
