-3- <br />2.04.4 Cultural and Historic Resources Information <br />The permit application has a letter from Blue Flame to the State Historical <br />Preservation Officer requesting a statement from this agency. Please submit <br />the reply Blue Flame received from this agency for incorporation into the <br />permit application. <br />2.04.5 General Description of Hydrology and Geology <br />1. Page 1 of Exhibit E states "All wells, diversion ditches, sedimentation <br />ponds, water conveyances and storage and the surface facilities are shown <br />on Map L-1, the Mine Surface Drainage Map". Map L-1 is sheet 1 of 1 <br />developed by Goff Engineering that was resubmitted on February 13, 1985. <br />The Division has been able to locate the diversion ditches, a proposed <br />sedimentation pond and the surface facilities; we cannot locate the wells <br />or the water conveyance and storage facilities. Please specify where <br />these unlocateable structures are located. <br />2. The last paragraph on page 1 of Exhibit E discusses runoff above the <br />permit area. In reality, this discussion should reference drainages <br />above the "affected or disturbed area" since the :permit area" extends <br />south to encompass the underground workings. Please modify this section <br />to accurately reflect the area being discussed. <br />3. The last paragraph on page 1 of Exhibit E discusses "... the two gullies <br />on the east and west side of the drainage system". Based on a review of <br />sheet 1 of 1 and an inspection of this site, we are unable to locate <br />these two gullies. The only gully we can locate is the one directly <br />south of the middle of the upper bench. The discussion referencing two <br />gullies seams more applicable to the National King Coal site than this <br />site. The Division believes Blue Flame should modify this paragraph to <br />represent conditions at this site. <br />4. Enclosed is a memorandum from Anne Baldriae pertaining to design criteria <br />for the proposed sediment pond and diversion ditches. Blue Flame should <br />either specify acceptance of the designs provided or submit sediment pond <br />and diversion ditch design plans. <br />5. Blue Flame should provide information pertaining to anticipated <br />consumptive water use for the mine (eg.: dust suppression) and where this <br />water will be obtained. <br />F. Please submit a copy of the Hydro-Search, Inc., document referenced on <br />page 2 of Exhibit E. <br />7. The last paragraph on page 3 of Exhibit E discussed seepage into the old <br />workings during high runoff. Please specify the final deposition of the <br />seepage water. <br />8. Please provide a copy of the log from the exploratory drill hole drilled <br />in Section 32 as referenced on page 4 of Exhibit E. <br />
