To: Regional Director, Office of Surface Mining, Denver, CO

Subject: Mining plan, Blue Ribbon Mine, coal lease C-033301,
Sunflower Energy Corporation (sublessee)
This office has reviewed the mining and reclamation plan dated
May 21, 1979, for the underground Blue Ribbon mine as to the
development, production and resource recovery and protection.
To make the plan of mining operations satisfactory, the following
information is needed:
,~ Narrative Section - Minis Plan
Discuss development of the main entries giving number of
entries, entry widths and centerline distances.
Discuss development of panel entries off the main entries,
giving sequence of development and mining of the panels.
Discuss typical plan for mining coal within the panels.
Will rooms be mined on both sides of panel entries or one side
only? Will rooms be mined by advance or retreat mining methods?
Give rationale for 60-foot wide panel barrier pillars
(40- to 50-foot width is usually adequate).
Give average planned rate of production, daily and annually.
Mine Layout Map
The mine plan map should show all the measurements for
development of the main entries, panel entries, rooms and barrier
pillars. The map should show sequence of developing panel entries,
sequence of mining panels and a typical plan for room and pillar
mining of a panel. The plan should designate areas to be mined
annually for at least the first 5 years of operations.
