• <br />-2- <br /> <br />If the applicant addresses the overburden stockpile material volume question <br />and surveys the area as stated the plan will be adequate. However, in the <br />event that substantial differential settling occurs in the backfilled area due <br />to insufficient compaction effort or grading technique, isolated areas may <br />need additional future reclamation. <br />With further regard to the portal pit area it is advised that the Division <br />determine the water quality that will discharge into the pit. This quality <br />could be determined as part of a field inspection prior to backfilling. <br />Temperature, pH and electroconductivity measurements should be taken. In <br />addition, it is advised to inquire if the operator has data the will determine <br />ground water gradients toward the pit and also water quality. This would <br />include samples or data from pit sump discharge waters and from the wells <br />drilled above and to the west of the portal pit area. <br />Calculations pertaining to portal pit area: <br />BB' <br />Area = 65 x 370 = 12,025 ft2 <br />2 <br />CC' <br />Area = 135 x 550 = 37,125 ft2 <br />2 <br />Volume = (0 + 12.025) x 380 + (12.025 + 37.125) <br />( 2 ) ( 2 ) <br />+ 37.125 + 0 x 200 = 30,572,250 ft3 <br />2 <br />= 1,132,305 BCY <br />Compares to CYCC's 1,128,000 BCY calculation <br />OK/pcs <br />Note: No cross sections of stockpiles to verify LCY <br />13. <br />Surface Mine Area <br />x 1,000 <br />See Maps No. 11 and No. <br />The applicant proposes to surface mine in a 16.2 acre area approximately 1 <br />mile south-southwest of the CYCC Middle Creek office. The area strip mining <br />method will be utilized. A temporary overburden stockpile will be developed <br />from the first cut, coal will be removed and stockpiled dust north of this <br />temporary overburden stockpile. Contemporaneous reclamation will occur in the <br />subsequent cuts (see Map No. 10). For the final mine plan and reclamation the <br />temporary overburden stockpile will be used as backftll for the final grading. <br />
