Mr. Jim Stover <br />August 9, 1996 -New App./Bowie 2 <br />Page 5 <br />iv) The application indicates that seven groundwater monitoring locations were not <br />observed until June or July 1995. These locations should have been monitored also <br />in April as recommended during the April 1995 meeting. Please provide Aptil data <br />for either 1995 or 1996. <br />v) Three alluvial wells downgradient of the proposed loadout were not installed as <br />recommended. This recommendation was made to ensure proper baseline data <br />collection. Provide specific well installation plans including proposed completion <br />specifications, and mapped locations. These wells will be required for long term <br />monitoring, as well as for the required baseline data. Such wells are also <br />recommended for locations downgradient from the refuse pile. How will BRL <br />ensure that the wells wID be installed and monitored to provide baseline data which <br />is undisturbed by mine-related activities? <br />vi) The Rollins sandstone well DH-34B is not ideally situated to detect mine-related <br />impact; however, monitoring of this single Rollins well will be sufficient until such <br />time as BRL intends to permit mining in the B-2 coal seam, or if other mining <br />proposals are made. <br />Based upon information provided by BRL, it appears that typical Rollins water <br />piezometric surface projections are several hundred feet below the D-2 seam <br />currently proposed for mining. Monitoring as proposed with this application is <br />acceptable. However, the B-2 seam may be within the artesian zone emanating from <br />the Rollins sandstone, and communication with future B-2 seam workings through <br />faults could be possible. Additional consideration will be given to further Rollins <br />sandstone monitoring, both baseline and operational, if and when B-2 seam mining <br />is proposed. <br />vii) The completion diagrams for wells DH-54 and DH-55 state that a portion of the <br />casing is slotted while the remaining portion is solid. However, the stippling in the <br />drawings shows that the entire casing is slotted. Please reconcile the difference, and <br />revise the submittals as need. <br />viii) V/e acknowledge that well DH-55 should monitor the perched water zone located <br />above the lower B coal seam. This information is of value, and will be required. <br />Monitoring of the aquifer below the coal seam to be mined is mandatory. Please <br />explain why additional wells are not proposed for the perched zone below the D-2 <br />seam. Typically, three wells arc needed to ascertain impacts, both upgradient and <br />downgradient. Please provide such a plan. <br />
