Mr. Jim Stover
August 9, 1996 -New App.Bowie 2
Page 16
2.05.5 -Post-Mining Land Uses - No additional information required.
2.05.6(1) -Mitigation of the Impacts of Mining Ouerations Air Resources
78) Refer to f17 above.
79) Response accepted.
2.05.6(21 -Fish and Wildlife Plan
80) Response accepted.
81) The biological assessment request has been made through OSM.
2.05.6(3) -Protection of Hydroloeic Balance
82) Response accepted.
82a) Please discuss the possibility of long term discharge from the portals following site closure
and reclamation. Might this occur; if not, why not? If long term discharge is a possibility,
how will portal closure plans be impacted? Provide revised plans if appropriate. Will long
term water quality be such that all applicable effluent limitations will be met?
83) This issue is addressed in the subsidence impacts sections of the review.
2.05.6(3)(b)(iii) -Probable Hydrological Consequence
84) Please provide additional discussion regarding potential surface and groundwater quality
impacts. Typically, mine waters and refuse pile leachate exhibit elevated salinity.
Discharge from the refuse pile will likely contribute some level of salinity, above current
levels, to surface waters. Provide a detailed analysis of potential water quality changes to
groundwater over time, which will likely occur as mine workings flood. Also, provide a
detailed analysis of surface ponds dischazge to the North Fork of the Gunnison River
system. Account for salinity or other parameter increases from such sources as
underground mine water discharges, refuse pile leachate, etc. Provide sufficient detail to
facilitate a reasonable cumulative hydrology impact analysis for both surface and
groundwater.
85) Response accepted.
86) Additional BRL response is required. Refer to number 13 of this letter.
