Page Two
April I4, 1981
I would like to express particular concern over the minimal submission
of material in order to address topics in the permit application. In addi-
tion the lack of consistent pagination and tabular indices has made review
of the permit difficult. It is strongly suggested that the applicant con-
tact MLR to arrange a meeting where we can discuss the nature of the material
which needs to be submitted. This should take place prior to any additional
submission of information by the applicant.
All responses to deficiencies identified in this review process should
be presented as revisions to the existing application, not as additional
submissions. In order that the final permit document will remain as com-
prehensive and concise as possible, all revisions should be prepared in a
manner that will facilitate their insertion in the application to replace
the revised materials. This must be done for all five copies.
In order that we may have adequate time to review responses submitted
by Walden Coal and incorporate the results of this review into the written
findings which must be prepared as part of the decision process, it is
essential that Walden Coal respond as expeditiously as possible to the
concerns raised in this letter.
Zf you have any questions regarding this review or if we can assist
you in preparing your responses, feel free to contact me.
Sincerely,

~`2J~c4.I .~-~~LNL a'~~
Michael S.
