-6- <br />12. Please provide the Division with a narrative indicating whether the pond <br />embankments were constructed in accordance with 4.05.6(8). <br />13. The applicant must present a verbal explanation of the purpose of each <br />component of the drainage system, describing contributing areas, peak flow, etc. It <br />is somewhat difficult to follow the presentation without further explanation. <br />14. The applicant should include for adequacy a statement of intended conformance <br />with the inspection and certification requirements of Rule 4.10.2, which are <br />critical in the case of coal processing waste banks. Please provide this. <br />2.05.4 Reclamation Plan <br />1. Please provide the Division with cross-sections of the proposed post-mining <br />reclaimed areas. Of particular interest are the backfilled areas of the portal <br />and face-up areas. These should be presented to support the applicant's volume <br />estimates for backfilling and grading. <br />2. The following information must be provided in the calculation of the bond. <br />Based on a worst case situation, please provide: total yardage of fill to be <br />moved, haul or push distances, make and model of equipment to be used, topsoil <br />volumes, vegetation mix (prices), portal sealing materials cost (and labor), <br />building removal requirements, equipment time required (specify references, <br />assumptions, and correction factors), equipment costs, rental rates,operating <br />costs per hour, fuel costs and labor. <br />3. The applicant needs to supply a description of methods used in management <br />and handling of existing or proposed drill holes to comply with 2.05.4(2)(9). <br />2.05.6(2) Fish and lildlife Plan <br />1. Please discuss the forage value of the proposed revegetation seed mix with <br />respect to post-mining land use. <br />2. Are there any power lines at the mine? These should conform with Rule <br />4.18(3). <br />3. The applicant should state what the recommendations of the Colorado DOW and <br />USBLM are with respect to minimization of disturbances and impacts on wildlife <br />and how these recommendations will be implemented. Also, a statement of impact <br />control measures should be given in response to 2.05.6(2)(iii)(A). <br />2.05.6(3) Protection of Hydrologic Balance <br />The Division requires that the applicant provide a narrative on probable hydrologic <br />consequences of the operation on the permit and adjacent area (2.05.6(3)(iv)). <br />This discussion should address effects on surface and ground water with respect <br />to surface operations and underground activities. Particular attention should <br />be focused on dimunition of water quality and quantity for surface and ground <br />water systems. These projected effects should be considered with respect to <br />any potential AVF's which may be affected by the operation during the permit <br />term. Data and calculations used to support statements in this section should <br />be provided and referenced. <br />
