STATE OF COl-O RADO 91C HnND D. L~. Gmemnr
r
DEPARTMENT OF NATURAL RESOURCES -
Harris D. Sherman. Executive Director
MIlVED LAND RECLAMATION
423 Centennial Building, 1313 Sherman Street
Denver, Colorado 80203 Tel. (303) 839-3587
DAVID C. SHELTON
Director
July 10, 1980
Mr. Stephen Self
Empire Energy Corp.
P. 0. Box 68
Craig, Colorado 81625
RE: Eagle Mine Complex
Our File: #79-190
Dear Steve:
The purpose of this letter is to summ, rize the status of several currently
outstanding items associated with the Eagle Mine Complex.
~',
1. Hydrologic Monitoring Plan
The presently submitted hydrologic monitoring plan is adequate with the
exception of alluvial monitoring of the Yampa River alluvium. See staff
geo-hydrological specialist letter attached. The operator should be
aware that even if this alluvial valley floor is grandfathered under the
final program permit review, this does not relieve the operator from
compliance with the performance standards (monitoring over the life of the
mine to detect any material damage to the AVF).
2. Sealing of cavity of Pond SH-P1
It is our understanding that Empire has completed sealing of the exposed
cavity. Jim Pendleton and Rick Mills will be visiting the site within
the next few months to inspect this work and may have additional concerns,
at th;•, time. The operator has never clearly defined the extent of the
Wisehill #3 workings in the vic+nity of Pond SH-P1 and how these shallow
workings might affect the functioning of this pond. A drilling program
to ascertain this information would appear appropriate as suggested in
the attached memo from Jim Pendleton.
3. Fording of the Yampa River to conduct exploration activities.
The current notice of intent on file has been amended to include the
limited fording of the Yampa River between August 15 and December 1, 1980
for the purpose of core drilling pursuant to the plan outlined in your
letter of June 2, 1980. This letter and comments from the Colorado Div-
ision of Wildlife are attached.
~. Rick Mills will be taking over responsibility for this operation; any addi-
tional questions should therefore be directed to Rick.
Sincerely,
Roger 5. Funstoh
k~ln~fation Specialist
