Therefore, as the Division <br />continues to review the Empire application, more concerns may surface in which case, I will <br />immediately forward to you in writing. <br />It is my understa.'tding that revisions to the Empire application are being prepared and w; 11 be <br />completed for submission to the Division on or about December 15, 1980. Uport receipC of this <br />information, including a completed copy of the permit application form, the Division will <br />immediately begin processing the application. Phis will automatically initiate the statutory <br />review timeclock and bind the Division to a series of review deadlines. Since approval of the <br />state's permanent program is expected on or about November 20, 1980, the Di vision~is expecting a <br />deluge of applications for review around Che end of this year.
