Page 2
November 2, 1992
Ms. Begej
We have enclosed:

a. Copy of log AM5
b. John Frank's affidavit
c. MLRD request for double completion
d. Fred Johnson's letter of explanation and response
e. Water Quality Results
3. Pennsylvania West will commit to drill another well, and obtain
overburden chemistry information from the roof, coal seam and floor
strata of the proposed mine in accordance with Colorado's Guidelines on
Baseline Water Quality and Overburden Geochemistry Data. The well will
be drilled into the Point Lookout sandstone which lies below the menefee
formation. The physical characteristics of the aquifers found in the hole
will be acquired. Pennsylvania West is willing to drill and complete this
well immediately, unfortunately we do not have control over the drilling
companies or their work schedule, and therefore cannot guarantee that
this well will be completed within 30 days. As discussed with you and
-- Harry Ranney on October 27, 1992, we requested that we drill the hole
as soon as possible with our selected drill company and not be tied to a
30 day completeness date.
Your confirmation of a reasonable time allocation to complete this well would be
appreciated. Further to our telephone discussion of November 2, 1992, we wish to
confirm that we have again visited the permit area and located an accessible drill site
in the vicinity which you indicated, as shown on the enclosed plan. Would you be so
kind as to confirm that this location is acceptable.
Yours truly,
Paul Baker
PENNSYLVANIA WEST CORPORATION
Enclosures
